  Ciflow/trunk/22821: Transforms: Materialize symbolic view shapes

  Materialize symbolic dimensions when the Arm high-rank permute and view/permute canonicalization passes create views. Move the shared helper to transforms and declare its Buck dependency. Keep views in place when their shape depends on an FX node or an unbacked symbol, preventing rewrites from crossing shape producers. Refresh metadata for canonicalized permutes emitted from custom target sets. Add pass tests for dynamic shapes, conservative view ordering, and the metadata update before retracing.
